Obituary


William Edward "Pluto" Payne, 88 of Stafford passed away on Monday, November 21, 2016. He was a US Navy Veteran and retired after 34 years with the Alcohol Beverage Control Board.

After graduating from Stafford High School, William served 2 years with the Merchant Marines before going into the US Navy and serving on the USS Moale. Mr. Payne was so proud of his time in the Navy. In 1959 William and his wife opened and ran Payne's Grocery in Stafford until it closed in 1969 while also working for the ABC Board....

William Edward "Pluto" Payne, 88 of Stafford passed away on Monday, November 21, 2016. He was a US Navy Veteran and retired after 34 years with the Alcohol Beverage Control Board.

After graduating from Stafford High School, William served 2 years with the Merchant Marines before going into the US Navy and serving on the USS Moale. Mr. Payne was so proud of his time in the Navy. In 1959 William and his wife opened and ran Payne's Grocery in Stafford until it closed in 1969 while also working for the ABC Board. William worked and managed the Fredericksburg, Dumfries and Manassas ABC Stores. William was an avid farmer and cattleman.

He is survived by his son, William "Billy" Payne, Jr. (Shawn); Five Grandchildren Brad Payne (Mandy), Christy Cullop (Jimmy), Blake Payne, Jennifer Jett and Jason Newton (Melissa); Nine Great-Grandchildren; brother, Aubrey Payne; numerous nieces and nephews and his beloved black lab, Bailey.

Mr. Payne was preceded in death by his wife, Olyvee D. Payne; stepdaughter Dianne Newton; parents Murray and Nina Payne; siblings Jeanette Cooper, Delores Baker, Adelle Cox and Roger Payne.

The family will receive friends on Wednesday, November 30, 2016 at Mullins and Thompson Funeral Service, Stafford Chapel from 6-8:00 p.m. A funeral service will be held on Thursday, December 1, 2016 at 11:30 at the funeral home, with interment to follow in Quantico National Cemetery.

In lieu of flowers, contributions may be made in his name to Mountain View Rescue Squad, 1268 Mountain View Road, Fredericksburg, VA 22406.
